The ring has 5 charges and regains 1d4+1 charges daily at dawn. You can expend 2 charges to cast Dominate Monster on a water elemental (DC 17). You can walk on liquid surfaces. You speak and understand Aquan. After slaying a water elemental, you can breathe underwater, gain a 60 ft swimming speed, and can cast Control Water, Create or Destroy Water, and Wall of Ice.
